Codes & Policies

Junior League Laws (6-12)

These Laws are relevant to Junior Rugby League from 6 years to 12 years, inclusive. These are a modified form of the game from the International Laws (for ages 13 years and above).
Our youngest players play under a set of Laws which cater for their varying stages of development; these matches are also played under the National Safeplay Code (for all players 15 years and younger) which prioritises safety and good conduct within the game.

International Laws of the Game (13+)

Junior International (13-18) and Senior (19+) competitions both play under the International Laws of the game. While junior International games are played under the same rules as the adult game, for teams in Under 13 – Under 15 age groups, matches are also played under the National Safeplay Code(for all players 15 years and under) which was developed to emphasize safety and good conduct within the game by creating the best possible on-field environment as well as actively controlling undesirable actions.

Safeplay Code

The Safeplay Code was developed to emphasise safety and good conduct within the game of Rugby League by creating the best possible on-field environment and actively controlling undesirable actions. It applies to all players up to and including the Under 15 years age group. Please see attached PDF or visit here.

Code of Conduct

The NRL Code of Conduct provides all participants – players, parents, coaches, referees, spectators and officials – with some simple rules that assist in delivering a safe and positive environment to everyone involved in the game.
Within that safe environment, every Rugby League participant has the best chance to enjoy the game. By accepting the standards of behaviour in the Code, we provide opportunities for young boys and girls to grow on the field – we build good players, good citizens and good communities in which Rugby League is a social asset. It is strongly recommended that everyone connected with Rugby League adopts these rules as an essential part of the way they contribute to our great game.
According to the general principles of the code, participants are encouraged and expected to:

  • show positive acts of sportsmanship,
  • demonstrate the greatest levels of respect
  • lead by positive example
  • celebrate the “good news” stories
  • accept that the integrity of the sport is of paramount importance.

Player Development Framework

What is the Player Development Framework (PDF)? It is a game-wide project that has been undertaken to address concerns around emerging trends in participation. The 11 initiatives associated with the Framework focus provide the optimal delivery of Rugby League to participants based on their age, stage of development, skill level and aspiration and is grounded in evidenced based research.

18 Month Registration Window Policy

To promote ongoing participation and personal development, this initiative specifically targets children who may be new to the game, late developers or who lack confidence.
